Charles Owusu, Esq., FCA is an Energy Economist, Chartered Accountant, and Lawyer with over 15 years of experience in the energy sector, specializing in strategic leadership, financial governance, and tax policy across both private and public institutions.

He is the former and founding Chief Executive Officer (CEO) of the Petroleum Hub Development Corporation (PHDC)—a state institution mandated to oversee the development of Ghana’s Petroleum and Petrochemical Hub, the first of its kind in Africa. Under his leadership, the Corporation undertook critical preparatory and strategic initiatives, engaging international investors and stakeholders toward the realization of this landmark project.

Mr. Owusu’s professional journey spans both national and international institutions, including the Ministry of Finance, Deloitte, Blue Ocean Investments (Puma Energy Ghana), and the Energy Commission of Ghana. His multidisciplinary expertise covers energy management, oil and gas trading, power regulation, corporate taxation, and financial governance.

He has also contributed to academia as an Adjunct Lecturer at Central University College, Ghana, where he trained executive scholars in the oil and gas field. A critical thinker with a strong work ethic, he is known for developing strategic, actionable policies and tailored financial solutions that enhance institutional efficiency and sustainability.

Mr. Owusu’s achievements include signing a US$12 billion agreement for the first phase of the Petroleum Hub Project in 2024, advising the Minister for Finance (2017–2021), and coordinating major financial and energy-sector reforms such as the 10-year ESLA Bond Programme, the Energy Sector Recovery Programme (ESRP), and the Cash Waterfall Mechanism (CWM). His leadership in public finance initiatives also includes managing the disbursement of GHS1.2 billion in COVID-19 relief funds and establishing funds to support SMEs during Ghana’s financial sector recovery.

He has played a pivotal role in Ghana’s international financial engagements, facilitating four consecutive Eurobond roadshows (2018–2021) worth over US$9 billion and contributing to the modernization of domestic revenue mobilization systems.

A thought leader in energy policy, he co-authored “The Gains and Pains of Energy Transition: A Perspective on Sub-Saharan Africa” published by Springer Nature Switzerland (2024).
